I basically took a simple eyeshadow design I drew up and expanded it. The scales were tricky, but with the right brush, I used an angle eyeliner brush, and patience, it will work. Lots of eyelash glue and jewels for this and some imagination was put into it. I used Medusa's Blow eyedust all over my model/friend, for a shimmery, scale-y look. The lips are just purple on the inside and the same turquoise used for the eyes on the outer, in a baby doll design. Put some clear gloss on those so they shine!
