this is a project that anyone can do. you can use any type of trousers, men's or women's. i have also done this with an old pair of jeans. experiment with different types and numbers of ruffles. this is my first tutorial and i wanted to make everything as clear as possible so there are a lot of steps. hope this is helpful!

rip open the inner seam of both pant legs & iron out the seams.
pin pockets out of the way.
lay pants out flat & mark bototm corners of pockets. cut off pant legs (put aside for later).
line up front seams & pin. (i tucked the little bit at the bottom under so the seam would be a straight line.)
do the same with the back seam.
sew up front & back seams. remove pins. you now have a very short mini skirt. set this part aside for now.
rip apart remaining seams on pant legs & press open old seams. you should have 4 pieces total, 2 of each size (2 fronts & 2 backs).
line up 2 pieces of same size & trim to form 2 even strips. these strips will be the ruffle on the skirt.
pin right sides together & sew up both short sides, forming a continuous loop.
press the seams open & baste along one edge of the loop, either by hand or with your machine set to the longest stitch. pull on bobbin thread to gether ruffle.
pin ruffle to the skirt, right sides together, making sure to line up side seams and keep ruffles even.
*(optional)* reinforce with a surger or a zigzag stitch. i used a zigzag stich because i don't have a surger.
hem the skirt & you're done! *(optional)* you can use the other set of legs to make a second ruffle to add to the bottom, then hem.
