I went to Katy Perrys' Prismatic World Tour and decided to make one of her dresses to wear to the show. All her costumes are fantastic but I chose this particular one because It was pink, sparkly and had lollies on it! Need I say more?

Gather supplies for dress. I found little erasers in the shapes of cakes and sweets! All my fabric and patterns were bought from Spotlight. To achieve the 'sparkle' look she has on her dress I had to buy a few different fabrics because I couldn't find one I liked. The shimmer fabric I bought was sheer so I had to buy a pink base fabric to lay it on. Then I bought another sheer fabric for the top because it looks like on her dress its a bit ruched and kind of like fairy floss.
First I made the fake lollies. I painted my foam balls all different pastel colours using acrylic paint. Once dry I wrapped clear cellophane around them and secured the ends with clear fishing line in a knot.
The skirt: Make two circle skirts and join together at the seams so its one huge long continues skirt. if layering fabrics you need to make all the circle skirts first and then sandwich them altogether and sew around the middle hole and edge. Top: I used the pattern and followed the instructions, otherwise you could make your own pattern from a tank top. Join Top and skirt together.
I couldn't find a candy stripe ribbon in the right colour or width of stripes so I made my own using painters tape and red/pink spray paint. I tried a few times with fabric paint and a sponge/roller brush but it just kept bleeding through the tape.
Cut out heart from sequin fabric and sew it, and the ribbon onto the dress. I also bought some sequins on a string and hot glued them to the edge of the heart for a nicer finish.
The dress should be starting to take shape, now its time for the lollies! *OPTIONAL* I found a great tutorial online for using 'horse hair braid' at the bottom of a skirt to make it wavy. You can simply hem the circle skirt or you can go that extra mile and add the braid. I made some extra rectangle lollies out of foam and tissue paper/cellophane because I wanted to fill some more gaps. I hot glued the cakes and lollies onto the dress in clumps, gathering a bit of the sheer material underneath (just so it looked more 'fairy flossy' like the original). I also added a few small bows.
I wanted to be comfortable so bought some flats. They weren't very Katy Perry so I covered them in glitter! I painted 'Tacky PVA' onto the shoe, sprinkled with glitter and then left overnight. in the morning I sprayed the shoes with a clear varnish to keep the glitter in place.
Ice cream headband: I followed a felt ice-cream tutorial In a book I bought (but there are plenty of free tutorials on the internet). Instead of making one ice-cream scoop, I made 5. I covered the tops in beads and made little cherries with red pom-poms then hot glued it onto a headband I covered with gems.
Ta daaaaaaa. Now you just need some pink makeup, fake lashes, a tutu for extra puffiness and you have become a superstar! You could also wear a black wig if you wanted to go all out.
