So if you do have embroidery thread I suggest you use it.(: It's not that good, but I tried my best to make it ^-^

First, with your compass draw a circle about two inches wide on the green felt, unless you are planning to change the size. Or you can free hand a circle.
Then do the same for the yellow one I free hand this one.. as you can see.
Cut them both out.
Then draw your designs on the shell. I randomly drew this one.
Also you may want to cut strips of the yellow felt so that later on you can sew it around the shell.
Using your thread, sew onto the lines of your design, so it can make it more defined.
You can see that it's more defined than the pen mark itself.
and this is what the shell looks like when it's done.
Now using the strip of yellow felt you cut before. Put the yellow strip along the edge of the shell and sew it on.
It should look something like this.
Now get the yellow felt for the belly and put the shell on top of it. Remember to face the BAD side of the shell up, because you're going to turn it inside out.I forgot to take a picture doing this, sorry): Now start sewing around it. Leave a hole big enough so you can turn it inside out, stuff it, and fit the head in.

Use your green felt to draw your desire head of the turtle. (Draw 2) I recommend using the turtle's body on top of the felt and drawing it, so you'll know it'll fit and look good.
Cut the two pieces out, and start sewing them together, leaving a hole big enough to turn it inside out and to stuff it.
Stuff the head
Now put the head in the opening part of the body. Make it stick in well enough that you can sew it onto the body, but not too inward that you can't see the head.
Start sewing so it will stick onto the body. It will look a little like this.
Now it's time to make the legs. Draw the desire shape on a paper and cut it out. Trace it 8 times on the green felt.
Place two pieces on each other, bad side facing out.
Sew them together, remember to leave a hole big enough to turn inside out.
From left to right Finished sewing, turn inside out, stuff, finished.
Place the legs in the desire spot you want for your turtle.
After you know where it will go, start sewing the legs on. Remember not to sew it through through shell. But you should already know that ^-^

Now it's time to make the face. Cut two circles from the black felt and sew/glue it on the turtle's head.
I also glued a mouth on it
and now you are finish!
