measure around your waist, bum, and the length of the top half of the skirt.
cut a length of fabric 17 inches wide and about two and a half times as long as the first fabric you cut.
fold the top of the first piece about two inches and sew using a small stich, don't ion the fabric as the piece you just folded needs to be rather poufy.
sew half the way up the top piece and fold the fabric till it fits snug and sew on the Velcro, you could sew it by hand if you wanted.
sew the second piece of fabrics ends together and then fold the fabric in half. With both right sides of the top and bottom pieces together pin little pleats all the way around, and sew!
