The textured polishes make this design look truly icy, and the geometric, cutout, color blocking is easy to create.

Cut triangles out of masking tape. Take a 2-inch piece of tape, and cut along the diagonal to each corner (this gives you two stencils for each piece of tape).
Apply the tape so the flat side is towards the base, and the angle goes towards the tips. Be sure to press the tape on really good so there won't be any leaks.
Paint two coats of white polish to each nail.
Paint 1-2 coats of a light blue sugar polish like Royal Icing by Sally Hansen, to the section near the base of the nail. I used two coats for a darker color, but one coat looks nice too. The polish is a shimmery, textured blue with pink micro glitter...perfect for a glacial feel.
Let nails dry, and then remove the tape. If some of the polish comes up when you pull the tape (this will happen if you take the tape off too early), carefully press it back down.
If there was any bleeding into the cutout section, use a nail brush and acetone to fix the lines.
Apply some textured bits to the blue areas. Sugar Craving by Kleancolor has super chunky iridescent white glitter pieces.
If you want to keep the textured look, apply top coat only from the cutout section to the tips. I applied top coat to the entire nail. It loses the textured look, but the Sugar Craving glitter is a bit scratchy if it doesn't have top coat over it.
