This is one of my so called "I can do this. so you can do this too"- tutorials. Easy to do, even your dad can pull this one. (and this is no discrimination just expressio , Dads can generally do pretty amazing thing - they made us :) ) Im sorry about the bad pic reagarding the dress itself. My model was out playing and was too tired and not a mood for modelling (that what se said) when she came in. So no pics with my model, Little Miss S, this time.

Lay your fabric on the floor (or table) and fold in once. Cut 2 times as long piece as you like your skirt to be.
Zigzag all the edges. Then sew 2 short sides together to create a kinda loop.
This is an optional step. Have to mention here, that this is the most important thing regarding sewing I have ever learned (thank you Grandma, luv' ya too). Iron the seam open! Base of the skirt is ready.
Time to do the waistband. Take the elastic. Cut suitable piece from it and ad short egdes together. Pin if you think you need. (no zigzag here)
Sew the short edges togerher. Iron the seam open if you like.
Cut a piece from elastic band (bit longer that your waistband) and sew the ends together.
Fold your skirt fabric (leave right side of fabric on the top)Then add elastic band you just made between the layers of fabric and try to "push" is as far towards the bottom of the skirt than you can.
Pin the waistband to the skirt and sew pieces together. If needed (when the actual skirt part is way bigger than waistband) you can make little "folds" on the skirt fabric as you sew it on. Pin all the fabrics together if you feel that you will need to do so (helps a lot)
Well Done! Skirt is ready. You can customize the hem of this skirt by placing elastic band inside the skirt in different places - higher, lower and so on. To aff "puffiness" to dress collect some extra fabric under the rubber band (when you skirt is ready you see what I mean) I had to but a close uo of the fabric to the very end. Its funny fabric and the color combinations, fabric and waistband, are 100% picked up by my sweety darling, Little Miss S. ps. She Loves this Skirt. <3
