I was inspired by Gianny L on youtube. She makes a similar halter but from fabric. I figured out a way to recycle a tee and get the same result! And you only need velcro or buttons if your neck strap isn't that long. Let's begin!!

Using a dress form or a friend, mark where you want to cut. Cut from the armpit curving up to the neck.
Cut from the armpit curving up to the neck. Cut the turtleneck off if you are using a turtleneck tee.
Fold the "bib" front down and cut off the back from armpit to armpit.
Sew up your seams and sew the elastic to the back.
Using the scraps from the back piece that was cut off, cut elongated "crescent" shapes. Mark where you would like to put them on the "bib," (Cut 8 crescents and make 7 lines. 2 longer crescents will be sewn in the middle.)Pin the crescents and sew. Do not sew the entire length of the crescent to allow more ruffle-ness.
(Sorry, no picture for this step! I was getting frustrated with my sewing machine xD)Sew up a tube for the neck strap and sew it to the neckline. If it is not long enough to be tied behind the head without strangling yourself, PLEASE use a piece of velcro or button or something. I did!
Now double check that everything is where you want it, and make any changes to fix any problems. Since I didn't have any tailors chalk, my "bib" was a little off.
