I've previously did a fringe necklace... But I love them so much that here's another one- same fringey idea with all its fringey goodness but different materials :)
You would need fringe lining, chains, hoops, and thread & needle for this DIY.
Sew a knot to combine the fringe ends. I sewed the knot about 7 inches from the neck.
Combine a few chains onto a hoop
Sew the hoop onto the fringe around where you want it. I sewed mine so it starts & ends on my upper shoulder.
... And you're done. And pat yourself in the back, you did good, very good.
