Start with your clear tape and tape off a section on the dress for you to draw your heart shape on. Draw your heart on the tape with your permanent marker.
(This is an optional step) Take your tape measure and double check that the placement of your heart is centered on your dress. Tip: If you don't have a tape measure, you can put on the dress and look in the mirror and look at whether your heart looks centered or not.
Leaving the tape on the dress, use your sewing machine to "trace" your heart, or in other words sew along the heart shape you drew. Because the material I was working with had strips of elastic in it, I sewed around my heart about 5 times to ensure the heart would hold its shape. I also chose 12 stitches per inch.
Once you finishing sewing go ahead and cut out your heart, leaving about an 1/8 inch around the inside of where you sewed.
Use your embroidery hoop to stabilize the fabric of your dress and hold it in place while you embroider. Choose the color(s) you want to embroider the edge around your heart with. Be sure to use a satin stitch so that the edge around your heart is completely covered with no fabric peaking through. Tip: (If you don't know how to embroider or know what a satin stitch is, look for video tutorials online to show you how. It's pretty quick and easy to learn)

Tada! All finished! Now it's time to wear your dress and show it off!
