I used nylon net instead of tulle because it drapes better. Also it is often much cheaper than tulle.

If you would like a multi-colored tutu first determine the frequency you wish to have each color. For this tutu I used 3 yards white and 9 yards black. Other wise simply use the full 12 yards of color.
Cut your tulle or nylon net into 4-6in strips. Do not cut them in half, leave them the width of your fabric as it came off the roll.
Take your ribbon and measure around your waist. Add approximately 12 inches to your measured length, the allow for tying in the back. Be sure to mark your waist measurements with sharpie, loose knots, or pinching the ribbon.
Loop the fabric around the ribbon like this: Fold your strip of tulle or nylon net in half- length wise. Place behind the ribbon with the folded portion at the top. Take the two loose ends and go over the front of the ribbon and pull through the loop formed by the folded end. Pull tight.
Repeat step four to match your frequency. For 3 yrds and 9yrds, loop three of the dominant colors in a row, followed by one of your lesser color. For 6yrds and 6yrds, loop two or three of one color followed by two or three of the other color.
Tie in back and enjoy.
