Inspired by my daughter's t-shirt dresses, my sister requested a big girl version using her old gray top. I donated my printed halter top to the cause (yeah right, as if I'll get to fit in it again). The bottom part of the empire-cut style was the perfect length for a mini skirt.

Choose coordinating tops
Cut the bodice part to desired length. Same with bottom part. For the empire-style top, the whole bottom part was just right for an above-the-knee length, and the band and bow made perfect accents.
Gather the skirt part to line up with the width of the top. Sew on skirt to top.
