For these undies, I used leftover scraps from the dress I had just made. But you could make these easily out of any fabric you want! This was my trial run - I hope to make a cuter and better pair soon!

Deconstruct an old pair of undies you already have by snipping the sides.
If your old undies are the basic Hanes Her Way type, cut off the elastic at the top so you can easily pin them to your fabric.
Pin the old undies to your fabric and cut around them, leaving extra room for seams around the leg holes and an elastic casing up top.
Then fold over the tops of the undies about an inch for the casing and pin. Fold over the leg holes a bit and pin for the hems.
Sew along the bottom of the casing to create a tube for the elastic to go. Sew along the leg holes to hem them up.
At this point, I added the black ruffle, which is optional. All I did was grab a black scrap, cut it into a strip and fold it back and forth along the top of the undies, sewing as you go. (I used a machine for almost the whole project, but that's optional too.) See the close-up ruffle picture for reference. Remember to sew the ruffle on under your casing. If you sew it in the middle of your casing, you won't be able to get your elastic through!
Measure elastic around your waist. Feed elastic through the casing, using a safety pin. Tie it at the end.
Using a needle and thread, attach buttons like I did (optional of course) or not. Also, sew up the sides of your undies, like in the photo.
Put on and enjoy!! :3
