The hearts used to be on earrings, but I stretched my ears so no more earrings for me. I happened upon them while searching for something and decided to make these bows. They are super easy you just have to think of how you want it to look. My sister liked them so I made some for her as well.

Gather your supplies. If you need a heart template get one. I actually had felt with blue and pink hearts so I just cut those out and used them on the purple felt.
Sew the hearts together. Put them inside out first and leave a little hole for some stuffing, then finish it up.
Next decide how you want the bows to look. When that's done sew them into shape. If you want to extra hold put some glue, but mine have lasted a while so I don't worry about it.
Now glue the heart on the bow. Let it dry.
Finally glue the heart on the hair clip. I put the glue on the clip so I wouldn't get it on my fingers. Let it dry and wear it all the time!
