Put jeans on and figure out where you want to cut them. mark on each leg at the side seams with a pen, sharpie, or tailor's chalk.
take jeans off and lay them on a flat surface. draw a line across the leg of the jeans, making sure that both of the lines are even on the legs and everything. Cut on these lines. Try on again to make sure the legs are even. If not, repeat these two steps.
Decorate! I've used bleach, dye, fabric patches, Sharpie, fabric marker, etc on mine. Sandpaper and scossors can also be used to distress you shorts (bleach, sandpaper, and scissors were used on the shorts in the main pic.) Note: if you want to hem or cuff the shorts, make sure to leave a few extra inches of fabric so you have enough!
