When I first cut my hair into a bob, I was afraid to do anything but straighten it. But, after conquering my fear of burning my scalp/ears with a curling iron, I learned the way to curl short hair.

Firstly, brush your hair. You can't curl hair that's full of tangles.
Divide your hair into 4 sections (or more, depending on thickness).
Apply heat protection.
A small barrel curling iron, like mine, is much easier to curl short hair with because the shorter the hair, the harder it is to wrap around a barrel. Heat your iron up, until the light is white, or however your iron tells you it's heated.
When your iron is heated, take 1 to 1 1/2 inch sections of hair, and with the clamp, wrap your hair around the barrel, starting at the end of your hair. I usually leave it in for 15-30 seconds. The longer you leave it in, the tighter the curl.
After one section, your hair should look like so:
Curl the rest of your hair according to the steps above.
Wear your hair with pride, knowing you no longer have to be afraid of curling short hair.
