I made this for my 3 yearold after first learning to crochet a dishcloth. I can't remember how long my initial chain was... probably around ch 22. Then I used the dishcloth pattern but modified it; ch 3, sc into 4th ch, all the way across... ch 4 to turn... and then continue with ch 3, sc into each ch 3 of prev. row. (The dishcloth I believe was ch2, ch3 to turn) Anyway I stopped when I thought it was long enough... and then just used the really big hook to sl. st. the fluffy/chunky yarn into each hole all the way up each side, left the ends long to trail instead of weaving them in... and just added about 4 lengths of it in each hole along the end... folded in half and pulled thru its own loop like an ending sl st. There's a reason why this wasn't a "How-to" lol... I really didn't know EXACTLY what I did. But there ya go... my 3 yearold loves it, especially the funky tails... and it only took me about an afternoon.
