R2: 3hdc in same st (3 sts) ch 1 and turn
R3: 2hdc in first st, 1 hdc, 2hdc in last st (5 sts) ch 1 and turn
R4: 2hdc in first st, hdc to last st, 2hdc in last st. ch 1 and turnRepeat R4 until you have 17 sts. (so work R4 six times)

First strap: do not break yarn, start where we left off from R10
R11: 5 hdc, hdc2tog (6sts) ch 1 and turn. [no increases worked on this R]
R12-15: hdc all sts (6sts) ch 1 and turn
R16: hdc2tog, 2hdc, hdc2tog (4sts) ch 1 and turn
R17-18: hdc all sts (4sts) ch 1 and turn -

These rows are numbered for the different sizes; "R19/20" ( for example R19 if making 0-1y size and R20 if making 1-2 year size)
R19: (Size 1-2 only) hdc all sts (4sts) ch 1 and turn
R19/20: 1 hdc, ch 1 (counts as st), 2 hdc (4sts)
R20/21: hdc2tog, 2 hdc, ch1, break yarnRepeat R11-R20/21 for other strap starting at edge of work and working R11 towards center. Only change is for R19/20; work R19/20 as a [hdc all sts (4 sts) ch 1 and turn] because you only need a button hole on one side.
Single crochet around work, weave in all ends and sew on button.
