I made this dress out of fat quarters, you could use colorful Michael Miller for example etc. I cut each fat quarter in 4 strips, then arranged each piece to make them mixed up, then sewed them together with my machine. You'll end up with one oblong shape. I cut out a neckline and pinned the fat quarter oblong to it, ruching it slightly along the way, then machine sewed it together. I then attached the straps and hem to the bottom and added any embellishments onto it. When I tried it on it was a bit stocky so I made two long ties at the sides to tie up at the back so it gathers it together and brings the shape of your figure at the front.
