I like to use coffee filters because they are thin and easier to fold and cut. They look great in the window , hung with christmas lights or , if putting against a white background , you can delicately watercolor them.

Start by foldling filter in half....
....then fold it again and again...
and again until you have reached desired size. Then start cutting out shapes into the filter being sure to keep some of the folded edges intact on both sides ( if you dont you will end up with a bunch of triangle scraps) When you are done unfold it gently. If you want it to fold out completely flat lightly mist it with water.
