Make the fringe first. Alternate layers of crepe paper. Glue them together using a stripe of glue down the middle. Use scissors or pinking shears to cut fringe on both sides of the glue line.
Glue circus image to straw. Wrap fringe around straw with a ring of glue and cut off the excess. It will look a little flat - scrunch and fluff it!
To really make these versatile and reusable, attach the straw to the gift bag with a paper clip. It also helps them to stay right where you want them.
My clown got some extra bling in the form of glittered stars. Can't get enough glitter! Making a coil in the wire gives you a little something to put the glue on. It seems that hot glue works best. Make another coil on the bottom of the wire and hot glue it to the back of the clown.
These little cuties are ready!
