Rub together the butter and flour in a bowl until crumbly.
Add the flour and sugar.
Mix in the milk.
Grate in the zest from the orange and squeeze in the juice.
Add the cocoa and knead into a thick dough.
Roll out onto a floured surface and cut into six small circles with a cookie cutter or jar.
Brush the tops with milk and bake at 220'C` for 15 minutes.
Serve with clotted cream and marmalade.
