Measure your cat's neck and cut a length of elastic to the same width. Cut a buckle strap in half.
Stitch either side of the buckle to either side of the elastic.
Crochet the collar: Chain as many stitches as you need to match the length of your collar. Rows 1-6: Chain 1, turn, sc into each stitch.
Tie off leaving a long tail.
Use a yarn needle to stitch the crocheted collar around the elastic, using the long tail you left to sew it up.

(8 chains on hook) Row 17: Chain 1, SC 8 stitches. Tie off
Bow tie CO 8 Rows 1 - 3: Chain 1, sc 8 stitches. Tie off.

Start with the middle letters and then work your way out to get the spacing just right.
Attach the bow to the collar by stitching the bow tie around the middle and then attach the name charm and a bell.
