This is my new favorite way to makeover old t-shirts. I never liked this band, I just liked the design on the shirt and when it was on sale at Hot Topic, I grabbed it. It sat in my drawer forever, but now I'll definitely wear it!

Lay your shirt out flat. It doesn't matter what size you use, but obviously if you want a tighter fitting tank top, use a smaller shirt. Bigger shirts will give a more flowy shape.
Now, cut off the ribbed band around the collar, and the strip around the bottom. (NOTE: save this strip, you will need it later)Decide how thick you want your straps. Begin cutting down from the shoulders and curve out under the armpit as low as you'd like.
Depending on how low you want the front to go, you can cut some more material off into a u-shape at this point. (Be careful not to also cut the back fabric, I did that once!)
Now, flip the shirt over and decide how low you want the "V" in the back to go and cut away.
Remember that strip of hemming from around the bottom of the shirt? Grab that and gather the two back pieces together, tie a knot at the end.
Wrapp the strip around for about 3". Tie another knot when you get to the end and tuck the end piece in neatly. (or don't I guess you could let it stick out, it's really up to you, hahah)
You can stop here if you like, but what really makes this shirt fun is the symmetrical hemline. Turn the shirt sideways buy lining up the side seams and straps. Cut at a curved angle, making the front a little shorter than the back.
Sorry for the bad pic. Tomorrow, I'll have someone else take a photo of this so you can clearly see the finished project.
Aaaaaaand the back. You can even move the wrapping up or down to adjust as needed.
