I did this two years ago :) Here's a tutorial!

Instructions

1. 

   Cut out a circle from thick, stiff tulle.

2. 

   Sew ribbon on the edge

3. 

   Decorate the space with feathers, sequins, bows... everything! I folded the rose out of tulle, the same material like the base.

4. Handsew the whole thing to a hairband :)
